Due to the COVID-19 pandemic, few people remain on the streets of Carmel and other cities. At a press conference on May 1, Gov. Holcomb revealed a five-phase plan to reopen Indiana. He said most businesses can expect to reopen by the start of the plan’s fifth phase on July 4, and a decision would be made about the 2020-21 school year by this date as well.
